I hear people talking about tier I or 3 armies. What does this mean?

Essentially how powerful an army is. In theory a tier 1 army, assembled and played correctly, will always defeat a tier 3 army even if that one has been made as best as possible as well.
Often these are certain builds within an army rather than an actual army itself, though, such as Duel Lash. Orks possibly being an exception...it's difficult to mess them up, apparently.
