I hear the term a lot, and I know that it must refer to the statline of a space marine, but what other armies, exactly, are MEQ anyways?

MEQ's: Sisters, Grey Knights, SM's, CSM's, Cron's etc. If it has a 3+, it's an MEQ.

Oh, it's the armor save.
I just looked through the back of my rulebook, Eldar seem to be MEQ as well. Whereas Orks aren't even GEQ with their armor save.

No, rather it's 3+ save and 4S 4T as the standard statline. So all stripes of SM, CSM, and Necrons.

Yeah, the big things with MEQ are armour save (3+) and toughness (4) It's mainly to do with survivability.

yep, Sisters are not MEQ as you will quickly discover by shooting at them or engaging them in hand-to-hand combat.

Also the relatively lower model count and 14 all around armor tanks MEQ armies have access to.
