Are they strictly mail order?

The Troupe Master, Shadowseer, and Deathjester are all available in blisters on GW's main site. You might want to check local (non GW) game shops, I know of one near here that sells the Troupe master in a blister.

If it was a discontinued as a blister type of item, the store would still
have the last remaining one.

Ah well, I'll just have to special order them.
