Can you cross figures of different chapters , for example can you have blood angels and space wolves in your own army ?
can you mix and match to make the army different in a lot of ways ?

Paint is irrelevant when determaning the legality of an army. You just have to use 1 book. All rules must come from the same codex.
Fluff wise, sure, to an extent. Iron Hands and Dark Angels, for example, probably wouldn't be working with other chapters. Iron Hands hate the other Space Marines because of the Horus Heresy, while Dark Angels are very secretive. Space Wolves don't follow the Codex Astartes, and representing them in a standard force would be awkward. However, you could have Blood Angel Assault Marines with a core of Imperial Fists and some Genesis Sternguard, so long as you use one rulebook (in this case, the Codex: Space Marines). The Chapter specific books should be reserved for representing the Chapter it is for and their Successor Chapters.

lol I gotta make sure im understanding , if i say that my space marines are under the one banner but have some space wolves in , if they are all painted my own custom colour and given their own name , are they ok to be under that banner ?
can i mix space wolves figures in a standard space marine army under my own paint scheme ?
i dont know if i said that right bit tired lol neway thanks

Yes, you could use space wolves figures in a standard army but they wouldn't be space wolves - they would have to be standard marines just a little wild looking.

Unhealthy Competition With Other Legions

My particular army has marines fron no two identical chapters. OFC I play deathwatch so the color scheme is consistant, and this is written directly into the fluff.
