I'm starting a new army, and I'm stuck between two choices. Dark Eldar and Necron.
Before I explain, I only have $130(AUS) to use on buying the army, and I don't know how long it'll be until I get money to buy more with (probibly Christmas ex dee) so I need to get as many points as possible quickly.
For a while I've had my mind set on starting Dark Eldar, I have thought it over for a long time, have ideas for fluff I haven't had time to expand on yet, colour schemes, decoration stuff(I found a small "bratz" mini that I was going to tie "barbed wire" around and drag behind a raider).
I worked it out that I could get:
1 DE Codex
1 DE Battle Force
1 DE Lord
2 Jetbikes
total: $127.90
Points wise, it'd work out to...
DE Lord, agoniser, shadowfield cdd and hell mask 135
10 warriors, 2 blasters, 2 dark lances 110
10 warriors, 2 shredders, 2 splinter cannnons 120
7 reaver bikes, 2 blasters 1 succubucus(poisoned blade) 216
Raider nightsheild, scaling nets 75
total 656
I originally wanted to start 40k by playing Necrons, but it didn't work out that way. I have a few ideas appearance wise, but nothing fluff wise
Money wise:

14 warriors +DF x 2 560
Destroyer 150
7 scarabs squad + DF 112

Seriously tho, is there a reason why you need to play among the oldest and least popular armies? Because if you take either of these, you're either going to be disappointed that they don't get updates, or that the army doesn't work the way you designed it when you bought it.
I recommend that you instead pick an army with a Codex released within the last 2 years / since the start of 5E.

Dont listen to John. He is one of the SM crazies. Their world revolves around SM and the EMPRAH.
Both those armies are getting revamped. Infact Ive heard the Crons are next year, and DE are supposed to be LATE next year (sobs quietly)
I say read the fluff, learn the armies, and then decide which one suits you more. That way youll actually WANT to play that army, and youll get into it more. Trust me

I just played a proxy game for necrons, and I lost by 1 kill point, but only cause one of my monoliths deep struck badly, so my opponent chose to drop it back in one of my corners onto terrain, immobilising it, and kept at least 24" away from it.
I think I know what I should do, but I want to see what people say. I'll order the army sometime in mid november.

If you want a DE army you need Raiders and these light skimmers are rather expensive (dollar wise).
Therefore, I'd opt for a Necron army, since its cheaper.

Yep, he got too close to a unit of SoB and the monolith ended up being placed on a ruin in his deployment zone, an unlucky roll for dangerous terrain made it sit there for the rest of the game. Although it was a close game, the Necrons managed to be far more durable than I thought. Wraiths managed to stay in combat from turn two all the way to turn six versing a HF/ AC Dreadnought and a squad of normal Terminators. Termies got knocked out of combat once, down to two then returned into the fight with the Captain and a full SoB squad. It took all of those to finally get rid of it because one would always survive and they all managed to always make the we'll be back roll
Second monolith drifted too close to the same SoB squad the turn after the first did, then went back into reserves. It finally came in on turn 5 right behind the rest of the army. I had deployed using the IG's old spearhead tactic. So your first two Deep Strikes ever failed, the first one spectaularly, but the third went into the best place possible. All I really had left to deal with it was two nearby Power Fist Tactical Squads, and one of them was owned by the Particle Whip down to a Bolter Marine and the PF Sergeant, then the Necron Lord and his one Warrior warped back there and took them out. With only one Tactical Squad with a Power Fist, a Dreadnought and two Terminators I probably wouldn't have been able to take it out at all. You did notice how I managed to stay at least 25" away from the other one, I just really don't have much to deal with those. I do have a Vindicator, but it's not enough by itself.
It ended on turn six I think, I had two KP and he managed to make one by killing that Tactical Squad. The Two I got were from the Destroyers and the Wraiths. But, from the proxy games you seem to be alright with both of the armies, even though the proxy game for the DE was when I proxied an Eldar army, but you marched the Archon out in the open by himself, and he got owned by a Guardian Squad. So it would make sense if you tried the DE again. I did say you should probably build up the Orks a bit more, but if you really want to move on to something else, probably the Dark Eldar then. The Necrons were dealt with well, if the Monolith didn't end up in my deployment zone you would probably have lost a fair bit more. It would also help if you put the Warriors in the Monoliths though, it would make it more effective when they Deep Strike into the enemy's deployment zone.
Both armies seem to be fairly restricted in what they can do now in 5th, but it does look like DE still has more flexibility than the Necrons.

If money were no object, I'd go with the Dark Eldar. Since the price of the army is more of an issue, then getting the Necrons seems a better overall choice.

Yes both armies can still be built quite well. The Necrons are going to be easier on the wallet.
