I think Skeleton Warrior units with Bows should never be bigger then 10 per unit.

The Tomb King can't charge using the flying movement of the Cloak of the Dunes, so his charge range will still only be 8". Besides, he needs a defensive item (Collar of Shapesh would be best, since you can't take both Golden Ankhra and the Destroyer of Eternities).

The Tomb Guard could use the extra bodies to get the last rank bonus.

I know that I cant use the fly to get into combat.
Fly, then use urgency to charge in. The offensive power of the DoE+Cloak means he can (and must) avoid things that have an easy time of killing him.
The casquet lyche needs the collar to survive those sniping cannon shots. etc...

I am loving the 20 man bowmen units, effective from the beginning of the game, then when you need combat res they reform into fighting ranks.

Yes, the tomb guard could use extra bodies... I have debated dropping a few skelly bowmen for this purpose.
