Take a look at Cast Away. They have a variety of colonial Arab figures. Not sure if that would fit for WW1 - but it should be close.

also Woodbine (Gripping beast) does WW1 Turks , Turks in Arab headgear & ANZAC. Especially useful for the packs of seperate heads. I found that I had to convert quite a few Western Front figs with new heads to fill out my Palestine forces.

I've gone with a mixture of Copplestone and Artizan to start my Turkish force off. Out of interest what rules do you use?

TFL Mud & the Blood or WHH Great War. They are both good in their own way.

I also have great hopes for the rules that Scarab Miniatures' Rob Broom said he is starting. (Follow the brain trust!)
