Can Tau in the same squad as the Markerlighting model use Markerlight counters?
Can Kroot use Markerlight counters?

1 - Not unless its a networked markerlight
2 - No. It says Tau units and Vespids with alive strain leader. If it allow Kroot units (which are not Tau) I'd assume it would have added kroot into the list.

1: Yes, because you resolve attacks one at a time, so you can roll the markerlight first then have the rest of the unit benefit.

2: Yes, because all the Kroot units have the T'AU EMPIRE needed to benefit from markerlights.

This is correct. Exactly the same as if you have a unit with some models in cover and some not. If the models not in cover die to the first shots from a unit, the remaining shots from the same unit treat the target as in cover.
