Does this seem like it could hold up in a highly competitive environment? What are its drawbacks? How would it handle GK? 'Crons? Wolves?

Looks alright that, dude. I don't think you need the two big shootas as you really only need one. Perhaps switch for armour plates just in case of those rare shaken results? Will keep the Battlewagons mobile at least.

Are shaken results an oft occuring thing? Being open-topped, its really only a "1" result, right? Is it worth it when the "3" for Weapon Destroyed will be more likely? Just curious, based on your experience.

They both occur just as often with the exception of a penetrating hit with an AP1 weapon. I use them because I find them worth it. It's pretty solid and competitive. To maximize it, I'd probably go with a smaller and less expensive nob squad and maybe a few less lootas to flesh ou the rokkit buggy sqadron/s.
