So do all kroot have fleet or only those who get hyperactive nymune? If you give a shaper in a squad the surefoot charm can he use it? Does it pass on to the rest of the squad?

Hyperactive nymune only. Surefoot charm gets passed on to the rest of the unit. (surefoot+blood+nymune+gamma or omega+kroothawk or emperor's tarot = sic the dogs on 'em while they got their pants down!) *ouch*

As an addition:

Any squad that is led by a shaper that also has a master shaper attached only needs 1 surefoot charm to give the 2D6 fleet for every model.

However, that same squad would require 2 Blood of the Stalker upgrades to allow every model to infiltrate closer.
