The poor man really has a stake in the country. The rich man hasn't; he can go away to New Guinea in a yacht. The poor have sometimes objected to being governed badly; the rich have always objected to being governed at all
We love our superheroes because they refuse to give up on us. We can analyze them out of existence, kill them, ban them, mock them, and still they return, patiently reminding us of who we are and what we wish we could be.

Two possible answers to this question. First is that with the parenthetical in the statement, it will only ever apply to psychic tests made for for those two powers. Since he does not take tests he does not take perils.

Second is that the parenthetical stands on its own for a rule, and that he is immune to all perils of the warp.

To decide on the answer we have to apply English comprehension to the rules, a parenthetical can be removed without changing the meaning or intent of the sentence. Thus Typhus is only immune to psychic test Perils, he is not immune to all Perils of the Warp. Ask your friend if removing the statement in the parenthesis will change the statement the way he is reading it. Because a statement in parentheses does not change the meaning of the rule, it will only modify how it interacts.
