I just want to be sure that i read the rules the same way as others

The unit is taking a target priority test. If failed the target lock rules say
"if failed all shooting must be at the nearest target, as specified by the target priority rules." 

If a vehicle , artillery or monstrous creature is the closest everything shoot there.

If something elese is closest, if  the unit shoot at the closest unit,  the target lock model can shoot at the closest unit or closest vehicle, monstrous creature, artillery. and if the unit shoot at the closest vehicle, monstrous creature or artillery the target lock model can still shoot at the closest unit.

Your post is barely legible, so I'm not sure if I can comment.

We're missing the basic verbage of the target lock rules. Does it allow the model to fire at a different unit *only if* a target priority is passed?

More information is needed (at least for me, since the codex isn't actually out yet where I live in the US).

I quote the part related to what happen if the test is failed. There is nothing more on what happen if the test is failed it is the only sentence. Since there is nothing that say the target lock is not working I wonder if the target lock is still working but limited to the closest unit or big target

Okay, the Codex says this:

"Target Lock ... enables the model to target a separate enemy unit to that engaged by the rest of its own unit. All firing in the unit must be declared before any to hit rolls are made. One Target Priority test is made for the unit - if passed, all the separate shots are taken; if failed, all shooting must be at the nearest target, as specified by the Target Priority rule."

What I understand from this is you declare two targets and make a Target Priority (TP) test. If you pass, you can fire at one unit with your Target Lock (TLk) guy and another unit with the rest of the team.

It doesn't make clear what you are supposed to do if you have a guy with a network markerlight and a target lock, since network marketlights (NML) fire before the rest of the unit. However, I'm not sure you can actually equip a model with NML and TLk so maybe that's academic.

You can use a Markerlight counter to automatically pass a TP test.
