Can a Chaos wizard use a psychic power when turboboosting?

Can a Chaos unit summon Daemons when turboboosting?

1 - "Unless stated otherwise, Psychic Powers use the rules for shooting" - can you shoot after Turboboosting?
2 - you Summon before moving, so I'd say "yes".
