So... any suggestions? GW Canada does not have it listed on thier website, and it doesn't seem like armory makes one, am I just destined to go through tons of bottles of Scar Red?

Drano doesn't exactly scream "toy" to me.

I have heard good things about Dupli-Color automotive primer. Reportedly very smooth, it comes in both red oxide and grey.

I've been using Testor's Flat Red for years for all of my World Eaters.  I highly recommend it.

Testors does rock, best stuff I have used yet, I am tempted to sell off all of my old models, just so I can buy new ones and use testors. . .
