Codex Insurgency is a long run custom codex, which has been under constant development and tweaking since about september 2005 with about a dozen stable playtesters reporting in. It is designed to allow you to play an army of any type of rebellion in human history or which occurs in the 40k world, from Tau rebellions, to Genestealer Cults or Chaos Kabals. Even the Redemptionists get a chance to burn some heretics. It plays quite differently from other armies, as its a fairly good representation of assymetric warfare on a 40k scale. Enjoy, and please post any comments or critiques you have. Many many errors and exploits have been caught by readers and it has helped to make it much, much better and far harder to exploit. I really like the flavor of this list. There are some spots where you could clarify the rules a bit, especially with "The Mob". Overall, it would make for some fun games and absolutely killer conversion oppurtunities.

Manpower Points are simply what they are stated. Some Upgrades or Units take Manpower points, some units provide you a manpower point for selecting them.
Example: A unit of Imperial Guard Defectors costs 1 manpower point to be able to purchase, A unit of Rebels provides 1 manpower point. Thus to get the defectors you need a unit of rebels.
Rules troubles with the Mob: I would be happy to clarify any questions you have.
Something suggested elsewhere Im looking for opinions on: For Lone Wolves and Tank Hunters: Rather than "Infiltrate" give them the "Deepstrike into terrain" ability lictors have to better represent them laying in wait for an ambush.

You coud use the "Ambush" rule from Codex:Catachans for your Tank hunters/Snipers. I think they sould be 1-5 per force org slot.
The low on ammo rule could be simplified as: on a 1 or 2 all Rapid fire weapons (except lasguns/pistols) become Heavy 1.
Also, you could simply use the unit entry for Mutants in the EoT Codex.
The "Angry Mob" should be made up of a swarm like unit. The moving of 50+ models is no easy task, maybe a large base with 5 wounds and being immune to instant death, and also having the vulnerable to blast rule.
These are just some quick comments, I hope you keep on ecolving the army.

With the galaxy as large as it is the odds of the average guardsmen seeing and fighting a marine or MEQ are relatively slim. Unfortunately the guardsmen in your (and anyone else who plays IG's) army are the REALLY, REALLY LUCKY ones that fight marines ALL the time... |

For those wondering what I changed:
- Eviscerators added as wargear options for 5pts more than a powerfist..seemed silly not to allow redemptionist rebellions to have them.
- The Angry Mob no longer counts as a scoring unit and cannot claim objectives, this really should have been in there from the get go.
- Due to EXTREME difficulty with anti-tank (due to the inability for revolutionaries to take a better AT gun than a grenade launcher) I allowed the Revolutionaries in addition to their normal "special weapons" to take a single missile launcher, autocannon, or Heavy Flamer for every 25 full members of the unit.
- I also changed the Agitator Upgrades no to take a manpower point, its been often said its crippling difficult to get enough manpower points for even just a fun list.
I also added a nice bit of fluff I found on a webforum about the nature of rebellions in the imperium, I think its a nice mood setter.
also cleaned up some akward wording..

Hehehe...just round up some D&D minis for the mobs. I can see it now! One side decides to round up every last medival piece he has and uses all mob rules. The other decides to play IG and needs to defend a trench line.
Sarge "Men, I have but one order for this up coming battle: Don't release the trigger." Troooper "But there's too many of 'em!" Sarge *cocks heavy bolter* "There ain't enough of 'em, ya got that?!"
Question: If some rebels were able to take out an enemy squad in hand-to-hand, could they loot the bodies for better weapons? I mean, if a bunch of sword wielding rebels killed a gunnery crew, could they pick up their lasguns and use the large gun to their advantage?

I wish I could claim that line as my own Fourganger88, it comes from the mind of Tim Huckleberry I believe, I just love it. As for looting weapons in battle, im afraid 40k just doesn't have rules for that for other races (even though it makes sense) so Im afraid I'll have to leave the looting till post battle. It'd be nice if my infiltrating Lt. with Daemonic Speed could wipe out a heavy weapons team then use the Lascanon, but that's never going to happen.

Quite obviously it wouldn't! That would break the game before people realised it.
What I meant was a special rule for those who are... under armed. Which would be: the rebels! In order for them to loot, they can't have alot of stuff on them to begin with. A guy walking around with a mere kitchen knife can loot, whereas the average Space Marine would just blast it.
How do you think the Orks got the unit: Lootas?

Dude that thing was cool. I really like it. I also love the manpower points idea. I think GW should use it in the future. It will keep people from playing these over powered all elite, hvy support armies and make the game more how it was intended.
I have been thinking of doing something like this for a while. I though it rocked.

Figured its better to double post than start a new one. I've had some requests to add a Deceiver cult variant (the C'tan who likes to be worshipped as a god). I was thinking 6 manpower points to include the Deciever as an HQ, always starts in reserve. Maybe the ability to turn one Rebel leader into a Pariah for +50 pts? Thoughts?
