In the armored company list, it says that command and ace tanks must spend at least as many points on doctrines as any other tank in the army.  However, the rare troops tanks require doctrines to unlock.  Does it make any sense to say that a command tank using a vanquisher has already spent 175 points on doctrines, because the vanquisher can only be used via doctrines?

Nope. It doesn't make any sense to say that. Some doctrines require points to use, others do not.

A unit that requires a doctrine to be included in the army doesn't have a point value directly associated with it.
