Lothern is the capital of Eatine. But it is funny because you have both pheonix stuff and lothern stuff in one kingdom.

The Shrine of Asuryan is associated with Eataine geographically and culturally but I'm not sure its part of the kingdom. I would imagine Lothern is guarded by its Sea Guard and the White Lions, not the Phoenix Guard. They're not the guard of the Phoenix King, they're the guard of Asuryan and the Phoenix King rules in his name. The Varangian Guard are the White Lions.
