As the title reads, I am curious about any models that will fit the theme of a penal legion to be used in the Imperial militia & cults army as well as what suggestions and advice anyone has with this army. The initial feeling I am having for my army is Abnormals/Feral Warriors to represent an enslaved feral world population being overseen by the actual soldiers. The models I'm most interested in are the feral worlders, who I will likely need to sculpt explosive collars onto. The models will represent inducted levy squads, replacing guns for CCWs and taking the upgrades to gain additional attacks and explosive collars. For these guys I was thinking of getting beastmen from fantasy/AoS, and just do some sculpting for the collars and damaging to the horns and skin. I am obviously open to hear for models that could be used for the soldiers, I am leaning towards Death Korp grenadiers but anything that is noticeably evil looking would be appreciated. Doubly so for carapace looking armor or greatcoats.

Beyond models, I am also open to hearing any advice anyone can give for this sort of army the basic layout I have is fairly mob heavy, but that is mostly because of a lack of useful cheap transport options

There was nothing like penal legions or the like in HH/30k.

Not in the imperium, but I plan on it being established as a opposing faction during the Great Crusade. Penal legion was just a comparison: the actual set up is abnormal slaves strapped with explosive collars and forced to work as suicide troops for the army proper

I would recommend reading up on the cult troops loyal to the Word Bearers Legion. Chaos Cultists would be the best used as Militia squads, while the slaves could be used as Militia Levy units.

Ogryn Brute squads would seem to fit in. A Militia Medicae detachment would help to keep the squads o levy alive, along with Discipline Masters to keep them fighting.

Have you looked at your Force Commanders Muster of Worlds rules? That will be a big factor in laying out the base of your force.

As for support choices, it all depends on what you have available.

What about the Chaos cults from the Imperial Armors? I think they would also be a alright choice.

The only reason I dislike the FW cults is the fact that you are required to buy plastic legs from either the Cadian or Catchatan range.

Or are you referring to actual army lists? If so the Horus Heresy Era Imperial or Cult Militia armies are slightly different.
