Eldrad. Level 4 Psyker.
Most useful? Eldar Farseer. Got so many relics and options, just one Seer on a Jetbikes is almost as good as a Librarius Conclave.
Most powerful outside of psychic buffs? Flyrant. Nearly every Tyranid army starts with these as their core.

I'd say it would have to go with either a Primaris Psyker, which is a Lvl 2 Psyker for 75 points out of the Astra Militarum codex, or an Inquisitor, which are ridiculously cheap to field as Psykers and have MUCH more in the way of wargear options, thoug they can rapidly increase in points cost depending on what you kit them with.
Beyond that, the only other codexes that are out don't have psykers in them (Scions, Ad-Mech/Skittari, Knights, & Sisters of Battle)
All other Imperial codexes I can think of are Marines.

Yep, missed that one. Somehow managed to read over Imperial twice. That takes a certain kind of talent...
The Primaris has the Divination option, which benefits a lot of army styles. I toyed around with that option but never went anywhere with it. Felt too limp alone and I didn't want to invest in the annoying option of taking more. Sanctioned in Guard, Psykers in Inquisition, Inquisitors themselves as Psykers, you can get the numbers up pretty quick to make the charges you need in the powers you want more reliable. But it's such a big part of the list that I found it cut into the rest of my list building.
What are you looking to do with the psyker?

I knew about Primaris Psyker and Inquisitors (I'm planning to field both) and I just wanted to be sure if there is any other alternative instead of Marines, which I'm never willing to field due to... personal matters.
Basic idea is:
Ordo Malleus Inquisitor w/ Terminator Armour with 10man Skitarii Vanguards in Valkyrie. I think that Telephaty would be best for him.
Other one would be ML2 Primaris Psyker riding in Chimera with Company Command Squad. This one will have Divination skills.

One other thing to note, if you're planning on fielding a Company Command Squad. You can get an Astropath in the squad as an attached adviser (along with a Master of the Fleet and a Master of Ordnance if you wish) for half of what a base Primaris Psyker costs. Now, the Astropath can only ever be Mastery Level 1, and he only has access to one discipline sadly. The silver lining to that cloud is the one discipline he does have access to is Telepathy, which gives you access to psychic shriek as a primaris (Which you get by default) plus whatever you roll on the chart. It's a one-in-six chance, but you can get invisibility. Terrify is a pretty good power as well for leadership shenanigans. He's nothing to write home about stat wise, being essentially a guardsman in flak armor with a laspistol, but being able to cast the psychic shriek out of the back hatch of a Chimera is pretty nice, plus having access to one other utility power as well.
Just tossing that out there. Hope it helps.

The strongest? You are going with Ordo malleus inq here.
Coteaz. Ml2 , tons of utility, 2+armor. Force hammer. D6 str 4 shots. Rerolls stealing initiative. Squad shoots at anything that deep strikes near him. . Asking to be in a shooting squad. Very reasonably priced.
Or lord inquisitor Hector Rex
Ml2 again but this guy is much more combat oriented. Str4 but gets hammer hand, sanctuary, and banishment. Storm shield a 2+armor and force sword that wounds demons on 2+. With a full compliment of grenades this guy is meant to be in a close combat unit. A little more expensive but a good support beat stick.

Coteaz by far.
Why ever take a Primaris psyker when for 25 points more you could have:
-any psychic discipline
-Free S8 Daemonhammer over force weapon
-Swag Bird
-Interceptor But More Awesome for his whole unit
-Double the wounds and 2+ armor
Coteaz takes the cake here. But he doesn't have much competition outside of marines.

Second place (arguably first but eh) I would say would be a generic psyquisitor. I rank Coteaz above because the psyquisitor is good only because of the sheer amount of stuff they do, being psychic is just the gravy.

More importantly, why would you ever want to do that? You can get the same effect for one tenth of the price. Also, if you are playing Inquisition and not maxing out your monkeys you are doing it wrong.
Monkeys should never be spammed, their cost warrents two max in a squad unless you neeed to only have one detachment. To be fair though you shouldnt take more then one psyker infantry per squad as they are a brotherhood model.
For me its coteaz with special weapons servitars and monkeys and a psyker, Rex with death cult crusaders a priest and psyker in aa vehicle, and a malleus termi inquisitor full of plasma cannon servitars monkeys and psyker. That way you can safely focus on divination for the generic psykers and have the stronger ones pick another school that's useful

Oh yeah, for some reason I thought the monkeys were 25 points and not 35. Still, even at 35 pts they are barely 1 point more expensive than a SM devastator and you can spam a million lascannons for gaks and giggles.
