The Tau Ramora is pretty cheap point wise. I don't know how the two compare though.

The Ramora is probably physically the smallest flyer in the game. They are down right tiny.

The Ork "Attak Fighta" is just under 100 points, a tiny bit cheaper (but a fair bit worse) than the most recent chaos Hell Blade.

The Remora and the Storm Talon cost the same as each other. They're over 100 points each.

EDIT: Ah, the Dreadclaw is technically a flyer, and is 3 melta-bombs under 100 points.

The Arvus Lighter (Fast Attack choice for Sisters and Guard from Imperial Armour: Aeronautica) is only 75pts

The remora is 90, not over 100.

Cheapest with vector strike is probably the Tyranid Harpy, at 135.
Its vector strike is really bad though. Only S5.

You have to pay a little more for a hive crone to get a decent vector striker.
