So I was reading BrookM's plog and I was hit by the need to make an Imperial Militia list for the Horus Heresy/30K setting, because Spess Muhreens are so last millenium (or something).

I don't actually have the book, but a bit of google-fu has given me a rough idea of what's what, so here's my initial thoughts. Feedback welcomed!
