The main idea here is to have a bunch of small-medium potent units to overwhelm my opponent by giving him/her tough decisions about what to shoot or assault.

IMPERIAL FISTS

HQ
-Librarian ML2 on a bike w/power maul and "bones of ozrak" 135
("bones of ozrak" gives and extra warp charge point and lets him reroll psychic tests)

So overall I am looking to get things across the field in a sort of staggered wave, that is why I am not drop-podding a bunch of things. Also, I want my opponent to waste their time shooting at my tacticals from the pod (combat squaded) and the 2 units of scouts while things move up. The pod and scout bikes have a beacon to give my deep-striking scions a bit of control when they arrive. There are lots of bolters to deal with infantry. They re-roll ones of course. The sterngaurd, scions, devastators and bikers with melta deal with armored threats (vehicle and armored infantry alike) and my librarian backs up the bikes. The scions are equipped the way they are because of the models I have. That is my i did not go for melta only or something like that. The attack bikes are a sort of harassment unit and the ironclad says "shoot me!" and if no one does he wrecks just about anything.

I only have authority on the very small scions part and I understand why their equipment is so but command squads work best with either 4 meltas and deep strike for a suicide mission or 3 volley guns andd a med-pack if you want them to hold an objective since they can order themselves to get TL and with Ld 9 that rarely fails. So you get 12 AP-3 shots at whatever's attacking you and another 12 TL shots if they somehow decide to charge you. I personally play my other scions in groups of 5 with either plasmas or meltas and then deep strike them but since you only run two units of those that doesn't seem like a good idea.

Thanks for the input! I only have those models at this point unfortunately, so 4 meltas are not an option. I was hoping they can come in by deepstrike to add to the things that are already in my opponent's face. Also maybe I am just used to playing marines, but I wish the sarge could take a hotshot lasgun and wasn't restricted to pistol and melee. Any idea why they do that?
