List 1 is a massive amount of firepower at relatively short range (mostly <20" ), and it is likely to include more units than any UNSC Fleets it is up against. The biggest issue I can see with it is getting within their weapons' range, which means making good use of cover because Cloaking can only help you so much.

List 2 is one less Battlegroup than what I'd normally field, but it includes a CAS Assault Carrier and three other Battlegroups that can throw a lot of dice at the enemy at 32". I can protect the front section of the CAS by sticking the Minister of Etiology in it and using his orders to direct the worst of the incoming fire away from it. (He can make the enemy target another Formation in his Battlegroup, but in most cases the other two sections of the CAS aren't legal targets, meaning the shooting attack would just be lost). This list doesn't have cloaking on anything but the ADPs, because I didn't have the points to spare without reducing the number of Battlegroups, and the list is already short of those. Hopefully the 32" firepower of this list would be enough to balance the fight.

I exchanged two Battlegroups in List 1 to increase the potency of the dice pools for the 32" shooting. Instead of two Battlegroups, each with only 12 dice at 32", there is now one Battlegroup with 20 dice at 32 inches, and another Battlegroup that's really good at taking down Elusive Elements. The change increases the likelyhood of completely destroying an enemy Capital Element with my 32" range, instead of having two tries at a considerably lower chance.

In List 1, I dropped one SDV formation from one of the DSC battlegroups, and one ADP formation from each of the CPV Battlegroups. I used those two points to upgrade the CPVs to Defended CPV Heavy Destroyers (giving them cloaking systems to improve their survivability). Now the two RCS Armored Cruisers are the only Elements that aren't cloaked.
