I've been doing a Heretic army consisting of deserters to the Imperium, Tau, and Eldar. That being said, I've began trading tech with a minor space marine chapter and have revived a Rhino. Being a heretic and hating those tech-geeks on mars, I went ahead and replaced the twin linked bolters with twin linked XV8 burst cannons, along with mounting a shield generator on the front to protect against small arms fire. This is for combating lightly armoured units while also transporting similar units safely. Is this against the rules? I want to know if this tank could be used for official fights.

Also my army wishes to merge our civilization with the Imperium and replace the high council who speak for the god emperor. We believe his wishes are not being followed by the current council. (don't worry, you can have a human council.)

If you want to homebrew your own rules, you're more than free to do so, as long as you have it down and your opponent approves of such things. The Proposed Rules subforum further down here is just the place to start writing down your rules, as well as their appropriate points costs for feedback.

That said, your fluff is going to be torn to shreds. And rightfully so. Be prepared.
