Is there a way to make the game functional for small unit combat? Like breaking one unit up into a bunch of 1 man units and having a good old fashioned shoot out in a house? Like Xcom?
I would suggest making every move go on a turn for turn basis ( Enamy moves, than you move) to keep it competitive and back and forth... cause if one person moves all there guys first expect a clean sweep.

This Tactica discusses the rules in some detail.

Generally speaking, there are restrictions on what units you can take, and the units are broken up into individual models.

It also gives you a few categories of "specialists" that grant a choice of thematic bonuses to individual models.

It keeps the IGOUGO 40k structure (one side does their movement, shooting, assault phases, then the other side does, per game turn).
