Was idly pondering some fluffy lists... and one idea I came up with was 1st and 10th-- scouts and terminators working in unison to attack. The closest I could come up with for a legit non-unbound list were either using the Victrix detachment with Strike Force Ultra as core and 10th as aux, or a Pinion as core with 1st and 10th as aux. Either way unfortunately I'm forced to use tax units. Alternatively perhaps I could find a way to do this with a CAD? This list isn't meant to be superbly powerful lists, all in all, but rather fun and fluffy and enjoyable to see on the field.

They'd go something like such:
1st and 10th Pinion:
Pinion Demi-Battle Company
-- PA Captain w/Thunder Hammer, Shield Eternal
-- 3 tac squads in drop pod w/grav or melta
-- assault squad in drop pod w/flamers or nothing
-- dev squad in drop pod w/grav
-- 1 or 2 scout squads w/teleport homers

1st company strike force
-- 3 tactical terminator squads w/asscans or cyclones

10th company strike force
-- 3 scout squads w/teleport homers (snipers and ML, perhaps)

1st and 10th Victrix:
Strike Force Ultra
-- Termie Captain w/tarentian cloak
-- Raider Crusader
-- Stormraven w/Typhoon
-- VenDread w/2xTLAC
-- 2x5 assault termies w/th+ss
-- 2x5 tac termies w/asscans or cyclones
10th company strike force:
-- 3xscout squads w/teleport homers (snipers and ML, perhaps)

The former looks more appealing to me, just because the list is not rea;ly intended to have tons of vehicles (I don't count drop pods in this context), though may be interested in giving scouts LSS. The idea is the scouts infiltrate and let the termies deep strike accurately while providing fire support, and the termies tie up enemy units or assault objectives.

So... with all that said... within this framework I'd like to make the list as strong as I can, with minimal tax units as possible, how would I do that?

You'd get a little more mileage from the Typhoons because Assault Cannons have a less effective range. Other than that, I can't say anything more than anyone else on how bad Terminators are.

Looking at the various rules, it seems I could have a core group of five squads of termies from plus two dreads from the blood angels group, then an aux scout squad. Might b e the best bet I could have of having less tax units, just the two furiosos....

You could just take 1st and 10th co taskforces. There is no requirement to take the larger meta formation.

Makes it a little harder to fit in a HQ if you want one. But you could always just take a CAD with two more scout squads.

Depends what you consider a tax honestly.

A "tax" in this context is "something that doesn't fit the theme".

The 10th and 1st company task forces are both auxiliary formations, so unless I'm doing unbound (which a lot of players hate) I'd need a core formation.

They are formations, and it does not mater if they are core or aux for any of the meta formations, may be fielded independently. If it’s gpt the formation symbol on the datasheet, you are good to go.

I was under the impression you had to have at least one core formation.

Interesting. Makes things easier.

Nope. The one catch is the ala carte units that some meta-formations can take. For example, the Eldar one can just take wraithknights. But as there is no individual formation that says “this formation contains 1+ WKs”, it’s just permission to take individual units as part of that formation. So not every aux choice can be taken alone. But the formations can be.
