I have a third edition Imperial Guard Army (Valhallans) that the Sgts all have Lasguns. I played the army under 6th edition as last Codex allowed this. Reading the latest Codex I could not tell if this allowed or not. Can anyone help me on this.

I am also interested in whether or not mixing Vostroyan and Valhallans in the same squads for Winter theme would be OK in a tournament. As they are all Astra Militarum now.

Unfortunetly it doesn't seem to be an option to take a lasgun anymore for the sergeant, though you can take a boltgun. Given that it's not actually an option, I'm sure if you explain at the start of the game and then just use it as a (rather large) laspistol the difference should be minimal.

A tournament is unlikely to restrict you in any way for mixing models in the unit - they are after all the same as far as the rules are concerned.

The lasgun is no longer an option for Astra Militarum sergeants indeed. They can get Ranged Weapons from the list as an upgrade, but the lasgun is not amongst those, and they don't have a lasgun option by themselves.

However, about tournaments, it would be wise to inform with the tournament organizer. For a friendly game I wouldn't mind if you mixed Vostroyans, Cadians, Valhallans, and even a few Catachan Jungle Fighters in a single unit. A guardsman is a guardsman is a guardsman is a guardsman is a .... Well, you get the drift. Considering the fact that all those regiments have a very distinct look, and some (like the Catachans) don't seem to have any armour at all, yet others (like the Vostroyans) seem to have very bulky clothes and armour with extra plates and collars seemingly suggesting Carapace armour... That might sow confusion.
I did read about your winter theme, and I don't see any problems there, but just to be safe, ask the TO beforehand.
