TL;DR the new Standard is listed as a Relic like any other; is there a RaW that says Captains/Chaplains/Librarians (who have access to relics, but not Standards) cannot take it?

The new Gathering Storm book has this new SM Relic in it. Its rules are not relevant to this question so assume it's a Standard like any of the others in the SM Standards list, like Company Banner, Chapter Banner, Standard of the Emperor Ascendant.

EXCEPT:

It's not in a list of Standards/Banners in this book, it's in the list of Relics. The Standard of the Emperor Ascendant is also a relic, but the codex places this and the other Standards under their own section in the Armoury/Wargear list. This is not the case here. The rules for the new relic list state that any model that can take relics can choose one from the new list. This statement is permissive and so does not exclude the new Standard. The rules go on to say that in addition, Honor Guard may take the new Standard (in the same way as they may usually take Standards from the Armoury/Wargear list).

The bit about the Honor Guard being able to take the new Standard does not say that ONLY Honor Guard can take it, so I don't believe this contradicts or restricts the first permissive rule that any model that can take relics can do so from the new list. So... can I, for example, have a Chaplain carrying this new banner? Because that would look awesome.

That is a really convoluted line of thought.

The rule on page 132 of Gathering Storm III is very clear.

Units in Ultramarine Detachments that can take relics can take the relics on page 133. In addition, one unit of Honour Guard can take the specific relic standard instead of other banners.

If your Chaplain is an SM Chaplain in an Ultramarines Detachment, he can take the standard. His unit entry grants him access to relic, the GSIII rule grants him access to the banner.

Convoluted... yes, lol, perhaps. Just covering my bases, I Googled this extensively before posting here, and everywhere I look assumes it's exclusive to Honour Guard, which is false.

Because the honour guard option is the unexpected exception to how relics usually work, that might be overrepresented in web coverage.
Looking at the book, it was crystal clear.

Don't have my codex in front of me. Doesn't it say this is specific to Ultramarines? Not every C:SM faction can take it.
