I think it would perhaps cost far too much and be remarkably boring to paint this army, but I have been toying with it as a tournament list as I think it would be unnecessarily powerful. The army focuses around 2 key points - Wrath of Magnus Pink Horrors (splitting into blues) and Warp dice.

Kill a Pink Horror, the squad loses a warp charge however 2 new blue horrors are created - I get a new warp charge. Kill one of those Blue Horrors, I get a Brimstone Horror and gain a further warp charge. The formation and the Exalted Locus make this even more cheesy due to the ability to create 4 blue horrors in a bubble!

The tactics would be somewhat annoying. Using the all those heralds to summon anything from Bloodletters to more heralds and Bloodthirsters. All meat to throw at the opponent. Other than that, try to cater your powers to your opponent.

Just an FYI, the locus of creation doesn't benefit from the harbinger rule.

No gifts or relics on the Lord of change makes me sad...

The bookkeeping in this list would be slowed once all the splitting begins. Maybe you have a system in mind.

All in all, it's powerful to be sure. First turn charges could be a problem, as could heavy alpha that goes first. Otherwise you should be fine if you have time to get the summoning going early

Omniscient Oracles and Heralds Anarchic aren't choices to be taken in the Demonic Incursion detachment so your list is technically illegal since you don't have an actual auxiliary choice for it (but you can just not say you are running Demonic Incursion and be fine)

Also ill also say that you can't use the 6" bubble locus rule on the new Tzeentch Locus such as Locus of Creation. The rule specifies with locus the rule work with .
