This is the army that I am hoping to play my first real game with on tuesday, I have most of it painted save for the bikes and one rhino.
[Sternhammer Formation] Imperial Fists

HQ/Warlord: Chaplain - 145 pts.

My plan is to park the three scout squads in ruins at the beginning of the game and never move them, making them 36'' bubbles of annoyance for enemy troops. I am not sure if I will put them on objectives, as I don't want them to get into close combat. The devastators stay in the back to fire on tanks/heavies when they can, and frag missles when the occasion arises, I also never plan for them to get in close. The 3 tac squads will be running around pursuing objectives, using the rhinos as much as possible to fire out of and for cover. I am really new, and have never been able to actually initiate an assault in any of the kill team games, or the two real games I've watched so I don't really know when to use my bike units for shooting, and when to dive into the melee so any advice there would be appreciated. The chaplain goes with the bikes, using a [PF] combined with the angel of sacrifice to ensure he gets at least a shot in with it.

As you can see I am three points over so if anyone has any idea what I could shave off I would appreciate it. I've considered making a scout squad have shotguns/bolters and moving them closer for a 12/24'' bubble of pain, but I am very nervous about getting them anywhere close to the melee; I don't have fearless on them and once they move they lose 2+ cover save.

Easy way to get rid of 3 points? Lose the Hellfire shells and replace with Melta Bombs. Your HB will be fine anyway with the IF CT.

This list seems like you're desperately trying to shoehorn a SH SF into 1000pts, which doesn't tend to work well. Most decurions (Deathwatch being an exception) feel very limiting under 1000pts, I would much prefer a CAD, where you can optimise the list more, especially since the Sternhammer doesn't do too much for you if I'm honest. Objective Secured is much more useful than re-rolling 2s for Bolters. Change the Chaplain (who isn't doing much) for a Librarian or 2.

You should also go with Bolter Scouts - Snipers aren't too good, and they don't benefit from CT like the Bolters do. And even if you do, you don't need them anymore, because there's no mandatory Auxillary slot. Replace them for more anti armour - Missile Launchers aren't going to cut it. Go with Lascannons worse case scenario, or try 2 Grav-cannon guys in a Rhino. I'd also change the Plasmas for Meltas on the Tacs, though this is just personal preference. I prefer not killing myself

Those Bikes will get melted in their 3 man form, try thickening out the squad to 5 or go for 2 squads of 3 with Grav guns.

Yes, I am trying to use sternhammer because I want to use the IF's formation. Just feels fluffy, but if it just isn't viable at 1000 points then that might make me change it.

I have a 1000 point CAD somewhere around here, let me see if I can find it.

This is the 1000 pt CAD I have, it's pretty old and only uses models I own. If I had an aegis defense line with a quad gun it would be better, drop the dreadnought for that and add another biker/more marines to the LC dev squad.

What do you think of this?

Nice list! I like the full-strength tactical squad and the lascannon devastators. I do think you may have gone a bit top-heavy for 1000 points. By that I mean the expensive HQs and the Contemptor, and maybe the attack bike too. If you were to get rid of the relics, downgrade the Contemptor and maybe drop the attack bike you could easily put another unit of some kind on the table. That might be worth more than the shinies you have now
