Nah, it's currently missing. Best wait for an FaQ or house-rule it (they're probably brothers for loyalist and can't ally at all with traitors)

Dont they use agents of the emperor?

Nope, but common acceptance is to just count them as "agents of the emperor" (which they are, if you think about it) until we get actual rules.

The (outdated) White Dwarf rules listed them as agents of the Emperor, the rules in Inferno say nothing about how they ally.

In that case you should use the only rule they have, agents of the emperor as its the only thing that hasnt been changed.
