I'm starting a ynari army and heard if my HQ have bikes I can have bike squads has troops, but I cant find this rule, I searched the BrB but found nothing, could it be in any of the codexes?

Usually that is a codex-by-codex basis. I know that Space Marines are allowed to make their bikers into Troops if they take an HQ with a bike, but I'm not aware of any other amy that also has this special rule - Not to say that this rule doesn't exist, just that I'm not certain.
I'd check your codex and any relevant supplements, if it's not there, you were told wrong.

Oh, also, this belongs in the 'YMDC' section. 'Proposed Rules' is for people who want to write homebrew rules, not rules questions.

There's nothing like that in the core rulebook, you can take fast attacks bikers as troops only if you include some specific HQ that has that abilty, like Zhadsnark for orks or Khan for SM. Not a generic biker HQ.

SM have a rule that allows a unit of bikes to be troops if there's a generic biker HQ in the same detachment but I think it only makes troops one single unit of bikers. Not sure about that though.

Eldar bikes are troops anyway, you shouldn't have problem to create a list with tons of min units of scatter bikes.

I believe marines are really the only army that get bikers as troops as a result of an HQ being on a bike. It's a cool mechanic that I wish were present elsewhere... but isn't. Even among chaos marines.

Now that said, ynnari can, in fact, take windrider jetbikes (those are the craftworlder guardians on jetbikes) as troops, and several craftworlder HQs (farseers, spirit seers, autarchs, and warlocks) can be mounted on bikes. We can't take any of the other ynnari bikes as troops, unfortunately.

Corsairs, a forgeworld army that are not part of the ynnari right now, can also take bikers as troops and have different wargear options for their bikes.

. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

Orks can have bike troops with a forgeworld character. And elfs have scatbike troops standard.
