Is there a wargame out there like the current rash of character based video games - Overwatch, Atlas Reactor, Any Moba, Battleborn.

So 4 or 5 minis a side only, all with characters, potentially customisable. Ideally quick and Simple

Sci-Fi and/or fantasy

The closest i can think is RumnBones (only pirates) or One of the knight models games.

Anything else? Even Malifaux and infinity end up with 7-15 models a sideand generic grunts.

Song of Blade and Heroes (and it's various iterations) is really good.

Frostgrave generally has limited force size.

Two Hour Wargames has free Fantasy and Sci Fi skirmish rules that can be played easily with small forces. Their Chain Reaction system is the basis of all their rules, so once you have the basics down, it's pretty easy.

Advanced Song of Blades and Heroes is very good for generic fantasy.

Rogue Stars is by the same designer, Andrea Sfiligoi. Rogue Stars is very good for non-military sci fi adventure ... think of it like, Han and Chewie's adventures.

For Gothic Horror, try Empire of the Dead by Westwind.

For Lovecraftian Horror, try Strange Aeoms by Uncle Mike.

For post apoc, try This Is Not A Test by World's End.

Of course there are many more including GW getting back into this with Shadow War.

There's the fantasy flight games that are half RPG half skirmish game. Specifically, Doom, Descent and Star Wars: Imperial Assault.

You could also throw games like Dungeon Saga and Fables into the mix too but they don't have a real skirmish component.

I highly recommend Advanced Song of Blades and Heroes. A warband of reasonably high powered charachters can easily be as little as 4-7 miniatures.

It also plays really fast and is easy to learn. We played the original Song of Blades for quite a few years. The advanced version is very similar but adds just a touch more granularity. The best addition is a simple-but-useful reaction system.

It's generic, but has an online warband creator so you can stat up virtually any miniature you want from any company you like. It's also quite cheap. 10 buck PDF or $20 book.

There's also a very interesting sci-fi game called Rogue Planet (not to be confused with Rogue Stars).

Certainly the most interesting part is the lack of any standard measuring, either for movement or ranged attacks. It's hard to explain, but it works pretty decently within the mechanics.

If you have GW minis, go to the One Page Rules website and go either Grimdark Firefight (40k skirmish) or Age of Fantasy Skirmish (Age of Sigmar/Warhammer skirmish).

Another vote for Strange Aeons here.

Alternatively, Mantics Walking Dead: All Out War should fit the bill. Usually 3 - 6 named characters per player plus a bunch of zombies on the table. There are also rules for generating your own characters and solo rules.

Also, WreckAge is a Post-Apoc game that is right in the 4-5 mini range. It can be played as a fairly straitforward minis game or you can add an RPG element too it. Has great figures, fluff and several factions but also a unit buildier so you can stat up whatever figs you like.
