I have a question about summoning in matched play. Lets say for example I have set aside 180pts for summoning 3 kroxigors. When you summon kroxigors there is a small chance you will get 6 instead. So are you still allowed to summon 6 even though you only paid for 3 in matched play?

No. You're only allowed to place models on the table that you paid for.

The answer is right there in the rules for Reinforcement Points (General's Handbook, pg. 108)

If there are not enough points in the pool to pay for the unit, you must either decrease the size of the unit until you have enough points for it, or decide not to use it after all.

Essentially what these gentlemen are telling you is GW messed up big time when they messed with summoning. It's sad but true.

Hopefully GH2 takes a revised approach. I agree with not leaving summoning unrestrained but they went a bit far.

Yeah they just did the same to 40k, which killed my army so I was like "meh I play daemons, I'll check out AoS." Only to find they apparently just copy/pasted from AoS for summoning. I get thousands of free points is ridiculous but there is a middle ground to be had here!

Yeah it should be some kind of point rediction or maybe free but more difficult to cast

Of course we have people winning tournaments with lists that have points reserved for summoning, which should tell people maybe there's something to it.

It's not that this summoning is bad really. It's like a Swiss army knife style of reserves that gets harder to cast the better the dude you want essentially. But say I want to set aside 500 pts for summoning. That means I start with a 1500 pt army v 2k. This would be fine if the possibility didn't exist that you fail all your first turn summon attempts. At this point you are fighting an uphill battle where you are outnumbered and part of the army you have in the board was meant to increase numbers and is basically useless until it does it's job. Which even if all attempts succeed from this point on your still stuck in a worse board position, that's if you havent lost much from the outnumbered fight in previous turns.

Yes this is not an every game thing and there are ways to mitigate the risk I'm sure. But it's just too unreliable for me to ever set aside more than 200, and even then I would have to have a real solid way to bring them in immediately. I play in a very competitive environment where people WILL jump on the tiniest lead and they all know how to lean on it, I love it don't get me wrong, but it makes my armies never allow the chance for them to jump.

Overall I agree that summoning is sub-par and honestly not that much fun right now. The advantage is that you can summon the exact counter to enemy units; you mentioned tournament players jumping on a tiny advantage and that's a not-insignificant one a player can give themselves. A lot of players, however, like to complain about how summoning is super worthless and summon armies are totally useless now. Really, such players are just used to having free stuff and don't have the skills to properly utilize their army on an even playing field.
