A Protoss colony world

In about 3 weeks I may be playing in a friendly tournament that a friend of mine is planning to run. He wants to have some good fun games without all the cheese and WAAC list-building that he feels "ruins" 40k. The list building rules are: No formations, no special characters, no Superheavy vehicles or Gargantuan creatures, and no more than a single allied force with the main force. Summoning will be capped at a certain amount of points as well (not sure what the cap is, though). His intent is to have the lists be Combined Arms Detachments with possible Allied Detachments, but he's open to special detachments for certain factions (e.g. Harlequin Masque, Skitarii Maniple, perhaps even Ravenwing Strike Force). He and a couple of other guys plan to review all the lists to make sure none of them are too powerful, as the intent is to have a fun day playing games without one player just annihilating all the competition.
I intend to play the following list:
Combined Arms Detachment (CSM Night Lords)
HQ:
Daemon Prince: Daemon of Tzeentch, Wings, ML3, Spell Familiar, The Stormbolt Plate
Sorcerer: ML3, Bike, Force Stave, Spell Familiar, VotLW
Elites:
Chosen: 5 men, 4x Plasmagun, Combi-plasma on Champion, dedicated Chaos Rhino, VotLW
Troops:
Chaos Cultists: 10 men, Flamer
Chaos Space Marines: 10 men, 2x Plasmagun, Bolt Pistol/CCW for Champion, dedicated Chaos Rhino, VotLW
Raptors: 5 men, 2x Meltagun, Bolt Pistol/Power Sword for Champion, Melta Bombs, VotLW
Fast Attack:
Heldrake: Baleflamer
Chaos Bikers: 6 bikes, 2x Meltagun, Combi-melta on Champion, VotLW
Heavy Support:
Havocs: 5 men, 3x Autocannon, 1x Lascannon, Bolt PIstol/CCW on Champion, VotLW
Total 1500 points exactly
I feel like this list is competitive enough to win while not being totally OP. The nastiest thing here is probably the Prince, and it's not like I'm planning to summon Daemons with him or anything. I could probably swap out the Heldrake for some more Bikers or Raptors or something if I need to tone down the list. I would really like to run something like this as it will be my last chance to run something from Traitor Legions before the new edition drops. What does Dakka think of this list?

Wow, insurance actuaries must have a field day with you.

I'm not a very competitive player, so these are just a few thoughts. Between all the plasma, autocannons, and melta, you're going to really put the hurt on vehicles and terminators. Since super-heavies are out, I wonder if you're a bit too into heavy weapons? I could imagine you might have a hard time with either a hoard army (although the baleflamer will help), lots of flyers (I didn't see anything with skyfire), or a strong assault army.

I don't have any Chaos models with Skyfire, if even such models exist. The Heldrake can Vector Strike flying things, though. I honestly don't expect to see many flyers or FMC's. I definitely agree about the weapons thing, but again these are the models I have to work with. I don't have any Heavy Bolter or Flamer-armed models other than one Flamer raptor and Cultists with a Flamer. Hordes could be a problem for my list I agree, but hopefully I can mitigate them somewhat with mind bullets (I plan to roll Telepathy for Shriek on both Psykers).
