Here's the scenario that I just had encountered. I was playing Orks and fired a unit of Tankbusta's at my opponents Necron Monolith. I hit with 4 Tankbusta's so I rolled to penetrate as normal. I needed 6's to glance with Tankbusta's Rokkit Launcha's to the Necron Monolith's armour value. I rolled two 6's out of four dice which resulted in two glancing hits. Now Tankbusta's are Tank hunters which means that I can "re-roll failed armour penetration rolls against vehicles". My opponent argued that I couldn't re-roll the two dice that failed to penetrate because I couldn't penetrate even on a 6 that the most I could do is glance on a 6. So by his logic since I could only glance and that I couldn't even penetrate that I do NOT get to re-roll the two dice that failed to penetrate. My point is in the spirit of the rule, Tank hunters doesn't say anything about "If I cannot penetrate" the rule clearly states that models with the Tank hunter special rule "re-rolls failed armour penetration rolls against vehicles". So I rolled four dice, and two dice FAILED TO PENETRATE. By the rules as written I'm allowed to re-roll the other two because they FAILED TO PENETRATE. It says nothing about IF you can or cannot penetrate. So who is right?

Any time you shoot at armor it is an armor penetration roll whether you can actually penetrate or not. You may make the rerolls. Your friend is being ignorant or cheating you. Also, welcome to Dakka.

You roll to penetrate regardless, this situation could have been that you needed to roll a 7 to glance, which is impossible on a d6 and you would still be able to reroll.

The rule doesn't care about what your end result would be.
A glance is considered a "failed penetration" but it comes from the penetrate table. Rolling for pen is the same as rolling to wound, just named differently.

He is correct. The "armour penetration roll" is the Vehicle equivalent of "To Wound".
