So, the theme is the key element. Is this legal for an ITC tournament?

In what Detachment is Guilliman? You'll need to include him in some sort of detachment in order for it to be ITC legal.

With the Golden Legion Task force. I might drop 1 spear squad to add a land raider.

But how? Unless I'm reading the wrong detachment, it doesn't allow for Guilliman, it's just Custodes stuff. You need a detachment that either explicitly allows Guilliman or has a LoW slot.

That's what is was worried about, so I guess I have to take Guilliman out and just load up on the Land Raiders.

You could take a Custodes CAD using Greyfax or Celestine and fill in the LoW slot with Guilliman. You'll need to find 150-200 points though

Sorry I haven't played a lot of 40k. CAD means I need an army that requires an HQ option for me to field Guilliman Then the Golden Legio and Null Maidens become detachments to the base army. Is this correct?

Yeah, the kicker is that you could, hypothetically, make the sisters of silence or the custodes a CAD if you have 2 troops units of either. The mandatory HQ slot would have to therefore be Cawl, Greyfax, Cellestine, or Voldus, all of whom have a rule that they can be the HQ in any army of the imperium CAD. The first 3 have rules in Gathering Storm 1. Voldus is in Gathering Storm 3. You'll need to free up anywhere from 150-240 points for them though. But it's the easiest way to get Guilliman in this list since he can be in the CAD's LoW slot. Whichever faction you aren't using in your CAD can be taken in their normal formation. So you could go with a Custodes CAD with one of those HQ I mentioned + Guilliman and then a Null Maiden Task Force.

Yeah you won't get the benefits of the golden legion but your custodes will get objective secured, which is nice
