So I am kinda of confused by something, Does the Blood must flow ability of the khorne bloodmaster bypass the rule of one regarding unit attack more then once per battle? I basically want to know if the effected bloodletter can attack twice a turn or not?

The "has not already attacked this phase." part answers your question, the unit can only attack once

However, If you have two heralds and a bloodletter unit within range of each other, One herald could be nominated to attack, then automatically nominate the other herald to attack using the blood must flow rule. Then he could nominate that bloodletter unit to attck using HIS blood must flow rule.
