Since Guardsmen are so cheap I figured I'd put up a list that seems to be what one has to do in order to make the most out of their orders, their expendability, etc. Yes, this IS something I'm considering building.

This all Totals 2011 points, so I've gotta cut a few points. Probably flamers from some guard squads, or whatever. But what do you guys think? This list packs 100 Guardsmen plus a total of 8 Orders per shooting phase, two Lord Commissars to keep the men in place, and 8 vehicles. Also it has 9 command points, which ain't too shabby in my opinion. I'm looking for feedback on the quantity of things. Am I focusing too heavily on infantry? Am I going over the top in the Infantry Squad department? Do I need more/less of one or more things?
