I haven't had a chance to browse through the Xenos books yet but I've had a few games against Tau and haven't encountered it yet in this edition, is there something off about it or overly expensive?

I don't break the rules but I'll bend them as far as they'll go.

EWO acts as Deepstrike deterrent now, when an enemy enters using one of the unique deepstrike rules (No more universal deepstrike rule in BRB) within 12 inches, you get free shooting attacks. it's useful, but its a one trick pony per game as your opponent will position elsewhere. good against assault heavy armies as you can get the benefit of the EWO and then overwatch if they dare to continue IIRC.
