10 units of 5 kabalite warriors (each unit has one dark Lance)
9 units of 3 razor wing flocks
6 units of 3 wind riders with shuriken cannons
2 ravagers with full dark lances

Organised in two vanguards and a battalion. All units advance, the flocks of cheap razor wings first. When a unit gets shot down, use SFD to fire with something else. Yncarne or yvraine use word of the phoenix to soul burst something. Aim to kill everything

The problem with an army like this is you may get a lot of soulburst but what are you going to soulburst with? 5 guys shooting? The better strength of sfd now is that it activates off enemy units. Id personally switch the windriders to 2 units of 9 that way every time it soulbursts you are getting 27 cannon shots instead of 9 and hoping that something else dies to trigger another 9.

Speaking of which your kabalite warriors need to be 10 strong for dark lances.

I agree with that assessment, you want that SfD to go to a single unit that can do some damage. Also, Yvraine and Yncarne together really decreases your psychic efficiency for the points cost. You can only attempt each revenant power once per turn, so if you fail to manifest Word of the Phoenix with one you still can't try to cast it with the other.

If you were to drop the Yncarne you can upgrade the warlocks to skyrunners, allowing them to stay 3" away from the two units of 9 wind riders for psychic buffs . You would also have enough points for a unit of shining spears. Those guys can easily create their own soulbursts with the damage they can put out, and can kill anything that the Yncarne can.

Yncarne (336 points) gets 6 melee attacks at WS2+, S6 reroll wounds, -4 AP, D6 damage.

9 Shining Spears (297 points) get 18 melee attacks at WS3+, +1 from a warlock, S6 on the charge, -4 AP, 2 damage and some ridiculously good short range shooting. 36 shuriken shots and 9 S6, AP -4, 2 damage.

Shooting twice and charging with a full unit of Shining Spears can straight up break a line and frequently decimate three enemy units in one turn. On paper, at least.

Ah, that's irritating about the kabalite warriors... A free dark lance shot every time something died would have been nice!

I'm never normally a fan of large units, though I can see the point when combined with word of the phoenix.

I have no idea how I'd get a unit of spears up close without being shot to hell. Literally any gun in the game puts out decent damage against eldar jetbikes now. I'll likely not be going first with an MSU approach.

It's annoying the razor wings are so much better for their points than any other eldar infantry in a footdar list. It'd be far more thematic if wyches or troupes could hold their own, but they're so much more fragile.

So... How about drop all dark lances off kabalites, blob three wind riders into a unit of 9 with scatter lasers, drop both warlocks and replace with a farseer and warlock sky runner. Maybe trade yncarne for another couple of ravagers?

The wind riders could be put in reserve to swoop in turn 1 and receive conceal, wotp and guide? (It is still possible to put units in regular reserves, right?)

Only if they have an ability that says they can deploy in reserve. Otherwise they start on board.

Yeah shining spears are tough. 3+/4+ save helps. If you can start them in some cover it helps a lot. But yes they get ahot

Ah ok, I wasn't sure if they'd gotten rid of general reserve rules - I guess wind rider beta strike isn't particularly safe either then. Oh well. Here's take 3 then:

Yncarne
Warlock sky runner x2

7 shining spears
7 shining spears
9 units of three razor wings
3 units of 3 wind riders with shuriken cannons

2 ravagers with full dark lances
2 squads of scourges each with two dark lances (to deep strike)

So, if I get correctly your aim is to make something pop with either scourges in DS or maybe ravagers' fire and have the Yncarne in play turn one (just because you need to have WotP available ASAP, I believe).
Problem with that is the Yncarne needs to come out and not be the closest thing to enemy units, otherwise he could be easily taken down in a single turn.
This heavily relies either in managing to do damage with scourges or rush forward the shining spears to "cover" him.

I don't know, I'm having a lot of issues with the Yncarne, due to his entrance rule. Hope you have a better time with it!

Cheers. To be honest I was trying to make a Ynari footdar style horde list, and it just doesn't seem to work out very well as the only really efficient choices appear to be razor wing flocks and shuriken bikes (neither of which are really footdar in the first place

Yes even though some units theoretically on foot can make to it, like spiders or scourges, because they are fast and shoot well.

I'm 80% sold on single razorwings for example. They are good when they die (overwatch?) within 7" of a unit that can use that to immediately soulburst fire. But what units are totally fine at staying like 7-14" of the enemy without risking to be wiped out next turn (shooting or close combat)? I believe not bikes, they fit well a generic Ynnari plan with fast moving shooting units, but they remain too squishy to stay in short range of the enemy and only provide 9 shuricannon shots (statistically 6 hit, 3-4 wound without AP except rending)...
But what about D-schytes Wraighuards? Want to charge them? Happy overwatch. Shoot them? They are pretty tough and that could require a bit of time and effort.
They also are on foot for you idea of "footdar", although they surely are not horde.
