I wrote a list following the bellow rules which someone said you couldn't use I discovered that a rule is worded completely differently between rulebooks and index and this is my interpretation. However I wondered if this is an acceptable interpretation to the majority or do others feel differently.

My argument is essentially Understrength units are different to under-strength units note the lack of hyphen (PS Kudos GW for impressing me with your rules writing yet again...)

Under-strength Units
Sometimes you may find that you do not have enough models to field a minimum sized unit; if this is the case, you can still include one unit of that type in your army with as many models as you have available. In matched play games you only pay the points for the models you actual have in an under-strength unit (and any weapons they are equipped with). An under-strength unit still takes up the appropriate slot in a detachment.
Both have the same wording both are pretty explicit you only pay for what you take

Understrength unit
Each units datasheet will describe how many models make up that unit. Sometimes you may find that you do not have enough models to field a minimum sized unit: f if this is the case, you can still include one unit of that type in your army with as many models as you have available.
If you are using points, you still pay the points as if you had a minimum-sized unit, even though it contains fewer models, an understrength unit still takes up the appropriate slot in a datasheet
And pretty explicit you pay for a full unit regardless of what you use.
