My friend is an ork and necron player and he has Big issues countering papa smurf.

What do you guys do to counter him?

Boyz, Boyz and more Boyz. Which Papa are you talking about? In any case you want to bog them down with a mass of bodies.

Overwhelm him with bodies. He can only kill so many. If you bog him down with Boyz or even Trukks then he can't do much. He is pretty much Melee only so force him to engage things he isn't good against aka cheap cannon fodder.

Use tons of bodies to drown the Marines. With Guilliman, the Marines will have even fewer firepower. Although no denying that under the buff of Primarch the efficiency of those firepower would become amazing. But the reducing total output will have them in a tight situation to tear your hordes down.

I shall give a visual of the correct strategy to use:

These are not a great answer, cause those tons of boys have to wade through razor backs with twin assault cannons rerolling hits and wounds. Papa Smurf just laughs maniacally in the center of his shooty fortress. Then the survivors that get through get smacked by his sword.

Have you tried using big guns of your own to deal with the tanks? Orks can take big gunz again instead of just mek guns, so you can take a bunch of zzap guns and kannons.

My brother plays shooty ork boyz, can confirm, they are scary. Low BS doesn't matter when you're rolling buckets of dice, and then they keep going and prove themselves half decent at melee anyways.
