Hi folks, i'm novice, so this roster can contain some bad ideas.

Supreme Command Detachment +1 CP
HQ
The Visarch 141 pts
The Yncarne - WARLORD 337 pts
Yvraine 132 pts

Battalion Detachment +3 CP
HQ
Autarch, Mandiblasters, Reaper Launcher, Shuriken Pistol, Forceshield 104 pts
Warlock, Singing Spear 44 pts

Troops
3x Kabalite Warrior, Sybarite with Phantasm Grenade Launcher, Kabalite with Blaster 53 pts
3x Kabalite Warrior, Sybarite with Phantasm Grenade Launcher, Kabalite with Blaster 53 pts
4x Wych, Hekatrix, All with Splinter Pistol and Hekatrii Blades 45 pts

Elites
4x Shadow Spectres, Shadow Spectres Exarch 119 pts

Heavy Support
3x Dark Reaper, Dark Reaper Exarch with Aeldari Missile Launcher 138 pts
2x Dark Reaper, Dark Reaper Exarch with Aeldari Missile Launcher 102 pts
2x Dark Reaper, Dark Reaper Exarch with Aeldari Missile Launcher 102 pts

Flyer
Crimson Hunter Exarch with 2 Bright Lances and Pulse Laser 223 pts

Dedicated Transport
Raider with Dark Lance, Shock Prow 116 pts
Raider with Dark Lance, Shock Prow 116 pts
Wave Serpent with Crystal Targeting Matrix, Spirit Stones, Shuriken Cannon and Two Bright Lances 174 pts

Total: 1999

Idea is very simple. Trying to perform alpha-strike by massive firepower and then charge raiders.
Maybe instead The Visarch need Eldrad Ulthran.

You should consider combining the reapers into one large squad so that they can all get the benefit of word of the phoenix from Yvraine. 2 rounds of shooting each turn from the reapers is insanely powerful.

Also, a crimson hunter exarch is weaker than a hemlock. I would switch them out.

I know about awesome combo Word Of Phoenix+10 Reapers.
But if my opponent have melta-drop i lose 349-360 pts after he drop it. Instead i pick few unit. I lose one, another one make soulburst.

I don't know about any flyers now. They looks like awesome unit, which can make some troubles. But i don't know.

I 100% support the previous suggestion. Make it 1 bit reaper unit, and then use a hemlock wraith fighter. It gives - 1 to the enemy leadership, it has psychic powers, it ignores damage on a roll of 6 i think, and it has 2x d-sycthes which hurt any large targets. It also can cast smite. Very powerful. Its one of the most powerful units in the eldar index. I plan on getting a couple 2 or 3.

I think important have few deployment choice to set up first and have first turn.
Now I have 6 deployment choices.

Well, after your advices, I replace Crimson Hunter with Hemlock.
Unite two squad of reapers in one. But keep one different.
And switch The Visarch with Eldrad Ulthran.
4,5 smite per turn looks like 4-25 mortal wounds.

If you are worried about a melta drop, just bubblewrap those reapers. Most units can't drop within 9 inches of an enemy, so if you deploy troops to screen your reapers, they can't drop close enough to hit them with Meltas. Same applies to Interceptors and most, but not all, of the drop in and gun you down units. I personally start them and Yvraine off in a Serpent, just in case my opponent ends up going first.

Don't forget to put Ancestors Grace on those Reapers too. With their BS, it's nearly as good as guide. I, personally, leave Gaze of Ynnead for the Yncarne. Him cast smite and gaze on the way in can often mean the difference beteeen being stuck in melee and wiping the unit, enabling you to soulburst fly yourself back to safety.

For this i added Autarch in roster. Same effect, but more cheap.

I think Ancestors Grace use at Yncarne himself or one of Raider because it works with Kabalites in.
Guide on Shadow Spectres (with guide they can make up to 15(!) attack with 6 strength AP -3 from 5 models)
About Gaze of Ynnead. Yvraine cast it better, than Yncarne because Yvraine have +1 to cast for Gyrinx.
