Hello,
I have a Librarian in my Dark Angels army who used to just be a dark angels librarian but is now counted as a "librarian". If I still want it to be a Dark Angels Librarian can I use the Dark Angels Psychic powers or do I have to use the general marine ones?

Not sure what you mean that it is now counted as a "librarian", but it really doesn't matter.

All that does matter is what <CHAPTER> you decide to make the Librarian. If you give the Librarian the <DARK ANGELS> chapter keyword, then it picks powers from the Dark Angels discipline (whatever it is called). Or you could, for example, make the Librarian an <ULTRAMARINE> and take powers from the standard Librarius discipline.

And its totally fine to have an Ultramarine Librarian in with your Dark Angel forces (if you want) as they all share the IMPERIUM keyword. The only thing you lose out on is the ability to share abilities between units that rely on specific chapter keywords.
