Not to be too harsh, but...

What Legion are you using?

Delegatus with no wargear? Really? Ouch. He's gonna get squished in close combat by a sergeant with a power fist.

Why a Command Rhino? 100 points for a once per game Lance blast? You are not even using the rules that make the Command Rhino so attractive- Reserve rolls and deepstrike abilities.

Your troops... no Sgts with p-fists, power weapons, or Artificer Armor? There are whole legions that must challenge every time they get into close combat, and chances are, you will end up in close combat. No Vexcilla means your making unmodified Leadership tests on a 9. What will happen to your 10 guys when they lose the Rhino on turn 1? My standard 2,000 point list is built to take out Spartan Land Raiders on Turn 1. Five Rhino's at AV 11? That's nothing. Why no heavy weapons on the Rhinos? It's +15 points for a Multi Melta, or Havoc Launcher. If these four Rhino's all had Multimelta's, then I'd be worried.

You realize your longest range anti tank weapon is 18", and thanks to the Armored Ceramite rule, won't don't much at all to most vehicles in 30K (everyone takes Armored Ceramite because Melta is so common in 30K). While Levithans are great walkers, they are still walkers with an AV and can be popped by one Lascannon or multimelta.

What I ask myself every time I make a list, is what will I do against the Primarch Death Star? The Primarch, some named units, all in a Spartan Land Raider with armored ceramite? Sure, that's about 1,000 points, but the only thing you have to kill that Spartan is a range 18" melta shot. And once those two Walkers are gone, the Deathstar will have it's way with the rest of your army. :/

Last point: What are you going to do against a Flyer? You have ZERO anti-flyer capabilities, so you'll be relying on snap shots to take one down?

Finally, you have zero melee capability. :(

I'd drop two of those Levithians, get MM's on all the Rhinos, pick up a named unit from whatever Legion you decide on, get rid of the Command Rhino, take a Preator instead of the Delegatus, probably drop two of those Vet squads for a couple Tacitical Support Squads with Plasma or Volkite weapons. Maybe look at a Mortis Comptemptor dread with Kheres Assault Cannons for anti-air (and it's great for light anti-tank or infantry as well). Get some Vex cilla's.

However, a lot depends on your meta and what Legion you are using.

Good luck!

What Legion are you using? I'm a Sons of Horus player, which means my army could be radically different from yours. I usually play The Long March, and I often start with a "core" of models, and then build around that depending on the scenario, playing for fun, or a tournament. This is my current "core":

Preator, Master Crafted Paragon Blade, Digital Lasers, Iron Halo

5x Justarian Terminators, 2x pairs Lightning Claws, 1x Multimelta/Power Maul, 1x Power Maul/combi-bolter, 1x chain-fist/combi-bolter

Apothecarian Detachment: 2x Apothecaries with Artificer Armor, power sword

Troop #1: 20x Legion Tactical Squad, all with combat blades, sgt w/ lightning claw, melta bomb, artificer armor

Troop #2: 20x Legion Tactical Squad, all with combat blades, sgt w/ P-fist, artificer armor

Sicarian Battle Tank, Armored Ceramite, Lascannon Sponsons

Deredo Dreadnought, Arachnus Heavy Lascannon Battery, armored ceramite

From there, I can add a second Deredo w/ Anvilus Autocannons, or a Mortis Pattern Dread with/ two Kheres Assault Cannons, more Justarians, Reavers, a Command Squad, or Veterans. I have a Legion Support Squad with Volkite Chargers, A Destroyer Squad w/jump packs, a Rapier Quad Gun, three Heavy Support Squads- 10x Autocannons or 10x Missile Launchers or 10x Lascannons, some Rhinos and Drop Pods, two Anvilious Drop Pods, another Sicarian Battle Tank, a Xiphon Interceptor, a Land Raider Proteus w/ three Twin-linked Lascannons, a Fell Blade, and of course- the Primarch Horus. I'm looking at maybe adding a Fire Raptor to my collection soon, and a squadron of Jet Bikes. I love my Fell Blade, but I'm thinking a Warhound Titan would be better... Oh, and I just picked up a Moritat with Volkite Serpenta's and a jump pack, and I can't wait to get him on the table. I'm sure I'm missing something from my collection...

2,000 points is the minimum my group plays; 2,500-3,000 is our typical game range, with up to 3,500-4,000 when we have a day to blow (it's surprising how fast a 4,000 point game can play). I personally abhor the Death Star approach to 30K, and refuse to play it. There is no denying it's effectiveness though.

Do you have a 30K group already? Go hang out on a game night, watch them play, ask about their army lists. Every meta is a bit different, and what works in mine may not work in yours. Your list just has some glaring weaknesses and wouldn't last long in my meta, but in the meta you play in, it might be perfectly fine.

Good luck!

TY for the response.

Couple of things;

The Legion is Blood Angels

Nope, dont have a HH playgroup yet. Im new, but I have watched a metric ton of 30k Battle Reports on Youtube so im very familiar with it, but granted it cant compare to the real thing.

I want to start playing at 2k but I dont want to jump in with Praetors and all other Blood Angely stuff until FW releases Sanguinius and the Sanguinary guard because I know thats what I'll be rolling every game when they comes out. Another Thing is that im not a fan of the current Assault Marine models because I dont want to have a discrepancy how my plastic tacticals look and the resin Assault Marines.

I also am basing a lot on what I already have:

A Delegatus chilling inside a Damocles command Rhino

40 tactical marines (these are in the process of getting painted)
2 Leviathans
4 Rhinos
Moritat

What I was thinking was letting three of the vet squads come in form reserves with Outflank, while the Leviathans shoot and charge up to whatever armour that needs to go away, Spartans ect ect. I was also hoping they could be my main CC units as well since time and time again I see Leviathans obliterate units in CC.
Ill admit I do have a lack of Anti Air, but thats one thing that I need to look into when I expand to 2.5k.

I was contemplating getting a 3rd Leviathan, but going by what your saying thats not the best idea. Being what it is, here another list that may be better.
