So, I'm thinking of dipping my toes back in. I really want to understand what the Waac scene looks like. I don't want to start with an army that loses. I have an ultra competitive group, so fluff is just my personal preference.

I have an old 6th ed Lizardmen army, so I'm curious about them, and the new steam punk dwarfs, but really I'll end up playing what's "top tier" So, What units, and armies are at the top? any changes expected coming up?

There is a new GHB dropping next month that will completely shake things up. Right now elite models/armies tend to be stronger barring a few exceptions but that is likely to change. GW has announced that there will be a special discount going out to certain horde units when taken at their max size. For units that have scaling benefits based on size (such as basic daemon troops, freeguild guard, grots, or skeletons) they are already the most points efficient at maximum size. Some of these are already powerful enough to appear in tournament-winning lists. Many top armies right now also rely on just one or two really OP options that are likely to be nerfed or removed.

So its hard to predict anything right now, but I would bet money on huge hordes of infantry being at least strong in the new meta, provided they have rules which cause them to benefit from increased size.

That all said, if you want something specific I would say to start buying tons of either skeleton warriors, moonclan grots, or plaguebearers.

Right now, the top 5 armies, if the tournament at Las Vegas can be trusted are :

1-Stormcast eternals
2-Ironjaws
3-Blades of Khorne
4-Tomb Kings
5-Sylvaneth.

The last major tournament at Warhammer World was won by squigs, so if you wanna be a WAAC player, I'd sell everything you've got and invest it all in Squigs.

You typically see Beastclaw + Grots, Tzeentch with as many skyfires as you can stuff in, and Stormcast usually place highly along with Chaos that mixes powers (Bloodletter Bomb, FW character Sayl the Faithless). Everything else tends to be one-off or flukes like that dude with the squig army, it won primarily because nobody was expecting squigs.

Lots of top armies come and go.

Stormcast Eternals are pretty well-rounded with some powerful specific builds.

Tzeentch skyfire spam is overpowered in some regards, but likely to get taken down a knotch with new points this month.

Mixed Chaos has been powerful, especially with Sayl stuff.

Mixed Destruction has done well.

As said, there will be a new meta with GHB 2017 soon. But the meta in AoS has constantly been changing. Shooting has been powerful lately.

Thats a good point, assuming random initiative stays shooting will remain viable due to its ability to exploit double-turn advantage.

Is the GH really going to swing things wildly? Did the last one do so? Or is it likely things will stay similiar?

Oh, also are the Sky Dwarfs any good?

They are good. One unit in particular (Grundstock Gunners) have an OP weapon option (mortar).
