Is it possible to deny such a psychic power? Per the rules it seems not, as at least in the chaos index (which is all I have to go on) the wording to attempt a deny explicitly state's any attempt to deny must be made in the psychic phase.

Anyone have a concrete answer?!

I believe the Soulburst rule says "as if it were the Psychic Phase", in which case a Deny The Witch test seems fine.

"As if it were the Psychic Phase" implies all permissions and restrictions of the Psychic Phase, and DTW falls into that.

You can deny because the rules for soulburst tell you to use the rules for the psychic phase.
