I've noticed a recent rash of spam posts in the 'Proposed Rules' subforum. (Possibly they are spamming elsewhere, but that's the only place I've seen it.) They're all a generic sounding post names, by a new user, with some kind of outgoing link as the only content. To keep the mods from having to work overtime, I recommend some kind of limit on outgoing links in rarely trafficed subforums or for new users.

Every restriction which gets added they will work around it in some way as they are paid pools of spammers. I've just put a few more behind the scenes technical implements in place and the eternal arms race continues. The links are already rel=nofollow so give no benefits to the spammers, and the spammers have to jump through hoops to register as well, but still do it even though they get 0 benefit from it.
