Magnus and Mortarion, in their daemon forms, have an almost identical stat profile. I was thinking that the same could be true for the loyalist Primarchs as well. To that end, here is my concept for Vulkan.

VULKAN
M8" WS2+ BS2+ S6 T6 W9 A6 LD10 SV2+

Vulkan is a single model armed with the Dawnbringer, the Furnace's Heart, and a Master-crafted Heavy Flamer. Only one of this model can be included in your army.

WEAPONS
The Dawnbringer
- Standard: Melee, Sx2, AP-4, Damage 3
- Earthshatter: Melee, S+2, AP-3, Damage 1, The target unit takes 2D6 hits and halves their Movement value during the next turn.

The Furnace's Heart:
18", Heavy 1, S6, AP-4, Damage 1, Trace a line 18" from Vulkan to the target; all units under this line take an automatic wound. The line terminates if it hits a vehicle or a friendly model/unit.

Master-crafted Heavy Flamer: 8", Heavy D6, S6, AP-1, Damage 2, This weapon automatically hits its target.

ABILITIES
And They Shall Know No Fear
The Draken Scale: Vulkan has a 3+ invulnerable save. All flame, melta, fusion, plasma, and volkite weapons (or any similarly named) halve their Strength when targeting Vulkan (to a minimum of 1).

Blood of Fire: Vulkan can ignore unsaved wounds (including mortal wounds) on a D6 roll of 4+. Additionally, he heals 1 lost wound at the start of each of the controlling player's turns.

Master of the Forge: If your army is battle-forged, you receive an additional 3 command points if Vulkan is your Warlord.

XVIII Primarch: You can re-roll failed hit and wound rolls for friendly Salamanders units within 6" of Vulkan. Additionally, those same units add 1 to their Leadership values (to a maximum of 10), and can attempt Deny the Witch once per turn as if they were Psykers, when within 12" of Vulkan.

Power wise I'm thinking 18 minimum (same as Guilliman), and maybe 19-20 maximum? Points wise I have no idea.

Did you think he should be T7?

If that's not what you meant , then he is by design (and by the Emperor's creation) tankier than Guilliman. I doubt Roboute can take an exploding vehicle to his face and survive with no evidence it even happened.

No-that's a bad thing.

Guilliman is already ridiculously survivable, and you made Vulkan nearly twice as tough with his 4+ FNP.

Should he not come back from the dead like Celestine and RG?

I'd drop the extra Command points - maybe just get a free relic or something.

I do think that a Primarch should allow all Imperium units to use his Leadership with LOS.

This is like you took the rules to Row-Boat and just added some stuff to it. No offense but I'm not really impressed - plus his Primarch re-roll ability doesn't make a ton of sense since Salamanders already have a CT for re-rolls.

I think it'd be much more interesting if he got a differenter aura bubble and wasn't just Girlyman 2.0 in green

Froth at the top, dregs at the bottom, but the middle - excellent

Father of Flame: Friendly SALAMANDER units increase the strength and damage of Flame and Melta weapons within 6" by 1.


Something like that? I'm not too familier with Vulkan in 30k though so I don't know if these rules are entirely suitable.

This is what I put together not too long ago as a quick draft, it loses the FnP and makes him a bit more tough.
